MOM licenses agencies for different workers, and the licence decides who your agency may publish here: a Comprehensive (Local) licence covers Singaporeans and PRs only, a Select Licence covers workers earning more than S$4,500 a month, a Comprehensive (non-FDW) covers any nationality except a domestic worker, and Comprehensive (All) covers everyone. Your members of any nationality can be listed under the right one — this is only so the board never publishes a person your licence does not cover.
